An agent reporting that a task is finished is a claim, and the claim is often the only evidence offered.
Canny keeps a ledger of the edits and commands that actually happened and checks completion claims against it. The gates are enforced by deterministic facts from that ledger.
WHAT JEV DECIDESJUDGMENT
Jev supplies optional semantic judgment where a claim cannot be settled by the ledger alone. Where the ledger is decisive, the deterministic check is what enforces the gate.
